Your right rear seat belt wasn't properly connected to the car's frame—the bolt and seat belt end were just tucked behind the seat cushion instead of being properly bolted and torqued to the support bracket. You discovered this issue when you first used the rear passenger seat. This is a safety concern because the seat belt wouldn't function correctly in a crash.
