SEAT BELTS:FRONT:BUCKLE ASSEMBLY

VEHICLE DESCRIPTION: CERTAIN SEDANS AND COUPES FAIL TO COMPLY WITH THE REQUIREMENTS OF FEDERAL MOTOR VEHICLE SAFETY STANDARD NO. 209, "SEAT BELT ASSEMBLIES." CERTAIN REAR SEAT BELT BUCKLES WERE IMPROPERLY MANUFACTURED.

Fix: DEALERS WILL INSPECT THE VEHICLES AND REPLACE THE SEAT BELT ASSEMBLIES THAT WERE IMPROPERLY MANUFACTURED. ONLY BUCKLES THAT ARE MARKED (ON THE BACK SIDE OF THE BUCKLE) WITH AN ASSEMBLY NUMBER BEGINNING WITH 00185, 00186, OR 00187, WILL BE REPLACED. OWNERS SHOULD CONTACT THEIR DEALER FOR THIS REPLACEMENT. OWNER NOTIFICATION BEGAN JANUARY 22, 2002. OWNERS WHO TAKE THEIR VEHICLES TO AN AUTHORIZED DEALER ON AN AGREED UPON SERVICE DATE AND DO NOT RECEIVE THE FREE REMEDY WITHIN A REASONABLE TIME SHOULD CONTACT HONDA AT 1-800-999-1009.

Fix: IN A PREVIOUS RECALL (01V-380), ONLY RIGHT AND LEFT BUCKLES WERE INSPECTED. THE REAR CENTER BUCKLE SHOULD ALSO BE INSPECTED AND CORRECTED IF NECESSARY. THIS RECALL IS BEING CONDUCTED ONLY FOR THE CENTER BUCKLE. DEALERS WILL INSPECT THE VEHICLES AND REPLACE THE SEAT BELT ASSEMBLIES THAT WERE IMRPOPERLY MANUFACTURED. ONLY BUCKLES THAT ARE MARKED (ON THE BACK SIDE OF THE BUCKLE) WITH AN ASSEMBLY NUMBER BEGINNING WITH 00185, 00186, OR 00187, WILL BE REPLACED. OWNERS SHOULD CONTACT THEIR DEALER FOR THIS REPLACEMENT. HAD DRIVER SEAT BELT BUCKLE REPLACED 6/11/20 AS SRS LIGHT CAME ON. UNAWARE THERE HAD BEEN A RECALL, WORK NOT DONE AT HONDA DEALER, PAID OUT OF POCKET. CODE 9-3. EXACT SAME PROBLEM OCCURRED AGAIN IN EARLY JUNE 2018 WHERE SRS LIGHT CAME ON. WENT TO HONDA TO PURCHASE PART, LEARNED SEVERAL DAYS LATER THERE WAS AN ACTIVE RECALL FOR THE DRIVER SEAT BELT BUCKLE ISSUE. HONDA DEALER DID NOT ADVISE ACTIVE RECALL FOR ISSUE AT TIME PART WAS PURCHASED. PURCHASED PART, LEARNED OF RECALL, HONDA DEALER REPAIRED AT NO CHARGE TO ME. EIGHTEEN MONTHS LATER, EXACT SAME PROBLEM AND CODE. NO OPEN RECALL AT THIS TIME. CLEARLY THERE IS AN ISSUE WITH THE SEAT BELT BUCKLE/SENSOR FAILING SO THE AIRBAGS WILL NOT DEPLOY. I AM NOT GOING TO PAY AGAIN TO HAVE THIS ISSUE RESOLVED. RECEIVED SAFETY RECALL NOTICE FROM HONDA AND I AM ON A WAITING LIST TO GET THE AIRBAG ISSUE RESOLVED AS THERE IS AN OPEN RECALL FOR THE AIRBAGS BUT THE SEAT BELT PROBLEM IS ONGOING. VEHICLE WAS STATIONARY. STARTED CAR, SRS LIGHT WAS ILLUMINATED, HAD CODE READ AND LEARNED IT WAS THE DRIVER'S SEAT BELT BUCKLE THAT HAS GONE BAD AGAIN.

THE SEAT BELT FAILED AND WOULD NOT READJUST TENSION UNTIL UNHITCHED AND RETURNED BACK TO THE START POSITION. THE MANUFACTURER WAS NOTIFIED. THE VIN AND FAILURE MILEAGE WERE UNKNOWN.

THE MANUFACTURER WAS CONTACTED AND ADVISED THAT THE SEAT BELTS COULD BE REPLACED AT THE CONTACTS EXPENSE. THE VEHICLE WAS NOT REPAIRED. THE FAILURE MILEAGE WAS 130,000.

UNLESS THE FRONT PASSENGER SEAT IS IN THE FULL-BACK POSITION, AND HAS BEEN PUSHED HARD TO LOCK IT INTO POSITION, IT IS VERY DIFFICULT TO GET IT TO LOCK IN POSITION IF THE POSITION IS CHANGED WHEN A PASSENGER ENTERS THE REAR SEAT. THE RESULT IS THAT AFTER THE FRONT PASSENGER IS SEATED AND THE CAR BEGINS TO MOVE, THE SEAT WILL USUALLY FREELY MOVE FORWARD OR BACKWARD, UNLESS THE PASSENGER HAS FIGURED OUT HOW TO MOVE THE SEAT FORE-AFT LEVER DOWN INTO THE LOCKED POSITION WHILE GENTLY MOVING THE SEAT FORWARD OR BACK. NORMALLY I WARN PASSENGERS OF THIS PROBLEM, BUT NONE SEEM ABLE TO ACCOMPLISH THE LOCKING OF THE SEAT IN A MIDWAY FORE-AFT POSITION WITHOUT ENDANGERING THE KNEES OF THE REAR SEAT PASSENGER. I HAVE NOT TAKEN THE CAR INTO THE DEALER YET DUE TO TIME CONSTRAINTS, AND NO ONE HAS BEEN INJURED BECAUSE I HAVE WARNED THEM ABOUT THE SEAT. STILL, THIS CAR SHOULD NOT HAVE LEFT THE FACTORY WITHOUT THE PASSENGER SEAT LOCK WORKING EASILY AND PREDICTABLY.
