Your airbag warning light came on, and the owner's manual indicated a problem with your driver's side seat belt receiver. The dealer identified the faulty part and initially said the repair would be free, but later told you that you'd have to pay for it instead. The repair wasn't completed. Fixing this will likely involve replacing the driver's side seat belt receiver assembly.
