Both your front seat belts are coming unlatched while you're driving, forcing you to take your hands off the wheel to refasten them. This happens multiple times on the highway, creating a safety distraction. The dealership said it's out of warranty and won't repair it for free. Fixing this will likely involve inspecting the seat belt latching mechanism and replacing the latch assembly or seat belt retractor if defective.
